You can soak the bolt in products such as Loctite SF 790 Chisel Paint Stripper to soften cured threadlocker. Then, use a wire brush to mechanically remove the remaining threadlocker residue from the threads. For female threads, a tap can be used to clear the threads instead. Make sure to clean the bolt thoroughly: any leftover adhesive can compromise the application of the new threadlocker and lead to improper fastening.
